Mobius Planning specializes in helping cities that are struggling to get HCD certification or are being sued over their non-compliant housing element.

  • Land and Finance Trusts - Mobius Planning has extensive experience creating and administering land and finance trusts for affordable housing. Mobius Planning has worked with the Irvine Community Land Trust, the Orange County Housing Finance Trust, the Gateway Cities Affordable Housing Trust, and the Burbank-Glendale-Pasadena Regional Housing Trust to set up and administer trust programs. This includes funding applications from various government sources, and the development of Trust programs for the outlay of funds for the development of affordable housing.

Grant Henninger, Mobius Planning's founder and principal, has over 15 years of experience in development and planning. Grant started his career at Jamboree Housing Corporation, a non-profit affordable housing developer located in Irvine, California. From there, Grant went to work for Bike Nation, a start-up bike share company working in Southern California. In the five years prior to founding Mobius Planning, Grant worked as a Project Manager for T&B Planning, writing and processing specific plans for master planned residential communities predominately in Riverside County, California.

Grant believes that the way we design our built environment has a large role in determining the quality of life in our cities.  In order for our communities to thrive, we must focus on how people interact with their environment and with one another.

In addition to Grant's work as a developer and planner, Grant currently serves on the Anaheim Planning Commission and as a board member of CNU-California. Previously, Grant has served on various commissions and boards in Anaheim, California, including the Anaheim Housing Element Ad Hoc Committee.

Courtney Davis joined Mobius Planning as a Senior PLanner in 2023. Courtney comes to Mobius Planning with experience in land use planning, CEQA compliance, and community development. Courtney began her planning career over 10 years ago as a student at UC San Diego with a passion for applying high quality design principles to public housing projects to create successful communities. From there, Courtney worked at the City of Fresno's Downtown and Community Revitalization Department where she collaborated with residents and business owners to create community plans that focused on beautification, economic investment, and equitable access to community services. Courtney then went on to get her Masters in Planning from USC where she worked at the City of Los Angeles's Planning Department to create neighborhood transit plans from Culver City to Santa Monica. After she graduated from USC, Courtney worked as a project planner at T&B Planning where she drafted specific plans and CEQA compliance documents for residential communities in Riverside County, California.

After working at T&B Planning, Courtney decided to pause her planning career to focus on starting a family. After taking a few years off, Courtney worked at LSA as an environmental planner where she drafted CEQA compliance documents for industrial, residential, and mixed use projects.
